Just because these aren't included with the Gold, Silver, and Bronze winners does not mean they aren't quality sites. Perhaps their Webmaster is operating on a shoestring budget and can't afford the top-notch graphics or HTML editors, or perhaps they are brand spanking new to the Web and are just learning their technique. Maybe we were just having a bad day when we reviewed the site, and screwed up.
